If I add an extra bag of this to my 5 gal. mix will it up the alcohol content?

Short answer is yes.  It will increase the gravity and therfore the ABV.
 
3 pounds of dry extract in 5 gallons of wort should boost (there are many factors) your %abv by 2.6%

1 pounds of dry extract in 5 gallons should boost your %abv by .8%.
