30 Min hop boil in plain water to offset high gravity main boil

I'm going to be brewing an IPA extract kit but only have a 4 gal kettle for a 5 gallon batch.  I am concerned that the high gravity will cause the bittering hops to be under  utilized.  What if I boiled them in plain water for 30 min first, then went on to the 60 min main boil with the extracts?
 
The method I have seen suggested is to use about a third of your extract for the major portion of the boil. Add the last 2/3 at the end and boil for 10 min to pastuerize it. This way you have a low gravity boil for your hop utilization.

I finally bought a 30 Qt Turkey Fryer from Home Depot for $60 so I got a propane burner and pot pretty cheap. I now do 5-6 gallon boils no problem.
