Does anyone know if Star San HB kills yeast cells ?  It makes sense that it would.

in high concentrations, I am sure that it does some damage to the cells just based upon the acidity of the Star San.  If you look at residual foam in a flask, I doubt it would have much of an effect at all.  If there is some cell growth inhibition or loss of efficacy, it certainly cannot be distinguished from the noise in my cell counts.

I believe in high concentration Star San would kill yeast cells.  I had no problems using Star San when sanitizing my flask when making yeast starters.  I also had no problems hydrating dry yeast(use Star San on the temp probe, mixing bowl and fork for stirring).
Just use Star San according to the directions.

Cheers!!!
