I wanted to start translating the program, but can not run Bresource.exe

Hi,
  A handful of older XP machines have this error because they don't have the Microsoft Visual C++ 2008 runtime installed.

  The easy way to correct this is to download and install the Visual C++ runtime from Microsoft:
   http://www.microsoft.com/downloads/en/details.aspx?familyid=9b2da534-3e03-4391-8a4d-074b9f2bc1bf&displaylang=en

  I'm not sure what the Russian link would be for this but I'm certain they have the Vistual C++ 2008 runtime as well.

  Once you have this installed, it should run.

I installed the 2005, 2008, 2010 error is not lost.
In the Plain Text style description is not displayed correctly (characters), see attachment.
With translation program exact same problem, if the translation appears in the program normally, the file translated res.xml displayed symbols.
